ElkMemorandum <br /> River <br /> To: Planning Department <br /> From: Amanda Bednar,Environmental Coordinator <br /> Date: August 7,2017 <br /> Subject: Site Plan Review Meeting—August 7,2017 <br /> The department listed above has reviewed the application(s) listed below and has the following <br /> comments: <br /> 1. Case #V 17-06-Parent Builders Variance <br /> 1. The property owner has submitted a Wetland Conservation Act (WCA) application <br /> for proposed impacts to the wetlands on site including a delineation of the site.The proposed <br /> driveway location will impact approximately 120 square feet of Type 2 wetlands.This will fall under <br /> the de-minimis exemption and will not require any replacement plans. The Technical Evaluation <br /> Panel has already visited the site and is in support of the discussed driveway location. Staff will <br /> support the variance request as the location will result in the minimum amount of wetland impacts. <br /> The WCA Decision will be noticed once the finalized site plan is received and approved by staff. <br /> 2. Case# CU 17-18—Swan Companies/Coborns <br /> 1. No concerns or issues with the application as proposed. <br /> 3. Case # P 17-13—Doug Warneke DHJ Plat <br /> 1. No concerns or issues with the application as proposed. <br /> 4. Case # Regenscheid/Robert Stuttgen—Trace Heights Second Addition <br /> 1. No concerns or issues with the application as proposed. The applicant also <br /> submitted a delineation for the site which shows two wetlands on the 56.4 acre parcel.The applicant <br /> is requesting a wetland type confirmation and delineation concurrence for the Type 3 shallow marsh <br /> and Type 1 seasonally flooded basin via WCA. These will be reviewed by the Technical Evaluation <br /> Panel later in August and a decision will be made regarding the wetland boundaries after that. There <br /> are currently no proposed impacts to the wetlands or 45 foot buffer setback. <br /> 5. Case # LU 17-04,ZC 17-06, CU 17-19—Stars Hollow/Quintus 3D <br /> 1. This site has a wetland basin on the north edge of where the applicant plans to build <br /> their facility. The site was reviewed by a Board of Water and Soil Resources (BSWR) Wetland <br /> Specialist and a conservative boundary was determined for the approximate edge of the wetland and <br /> the 45 foot setback was determined off of that. Staff recommends putting that wetland area into an <br />
