Crty of
ElkMemorandum
River
To: Planning Department
From: Brandon Wisner,Stormwater Coordinator
Date: August 4,2017
Subject: Site Plan Review Meeting—August 7,2017
The department listed above has reviewed the application(s) listed below and has the following
comments:
1. Parent Builders
1. Support the requested variance as it is the least impact option due to the limited
access to the property.
2. Swan Companies/Coborns
1. Maintain 20'wide easement centered on proposed stormwater pipe location.
3. DHJ Plat
1. No concerns or issues with the application as proposed.
4. Trace Heights 2"d Addition
1. Issued NPDES permit before grading work can occur.
2. Submit MIDS water quality report.
3. Submit Full SWPPP plan and construction project sequencing.
4. Recommend moving the outlet pipe EOF for Pond 100 east so it would
discharge onto city owned park property. Also, add articulated block energy
dissipation for stormwater pipe outfall into this pond.
5. Provide storm pipe material spec.,and typical section for pipe crossings
5. Aquaponics
1. Stormwater management requirements will need to be met as listed in Ordinance
Sec. 78-503. - Stormwater and urban runoff control. and Sec. 78-504. - Post
construction stormwater management for proposed impervious surfaces.
http://mn-\ elkriver.civicplus.com/DocumentCenter/View/3180
2. Submit soil borings to determine saturated soils/groundwater elevation for the
proposed stormwater basin. If adequate separation from the saturated soils can be
achieved (3' from bottom of proposed basin),an infiltration basin may work on the
site, which would take up less area on the property.
6. Fence
