Stat. 9462.355 and 9 394.232 set <br />forth detailed procedural requirements for the preparation, <br />adoption and amendment of comprehensive plans. In addition to <br /> <br />these statutory requirements, it is recommended that cities and <br /> <br />counties strive to achieve the greatest community involvement <br /> <br />possible in the development of a comprehensive plan. <br /> <br />. <br /> <br />. <br /> <br />Initiation. The adoption or amendment of a comprehensive <br /> <br /> <br />plan may be initiated by resolution of the governing body <br /> <br /> <br />of the municipality or county, which is submitted to the city <br /> <br /> <br />or county planning commission; or may be initiated by the <br />planning commission itself by recommendation to the <br /> <br />governing body.
