With advice from the State Historic Preservation Office (SHPO) <br />and the Sherburne County Historical Society, the group has come to the conclusion that <br />creating a Heritage Preservation Commission (HPC) is an appropriate first step toward <br />accomplishing this written history. <br /> <br />. <br /> <br />Establishing a HPC legitimizes Elk River's efforts to compile our written history and <br />makes the city eligible for grant money. Funds will be needed to write and publish Elk <br />River's History. The HPC also places the City Council in a proactive position, if and <br />when they feel it is appropriate to make a stand on a particular issue of preserving our <br />heritage. <br /> <br />Reauest <br />The four attached ordinance amendments are needed to create a HPC in Elk River and <br />have it function properly. <br /> <br />. Case # OA 99-6 establishes a HPC in Elk River. This new section of the City of Elk <br />River Code of Ordinances, Section 215, spells out the purpose, membership and <br />terms, powers and duties, and meetings and procedure of the HPC. <br /> <br />Section 215.06 in the attached ordinance amendment lists the powers and duties of <br />the HPC in order of importance, as the Council requested. The major jobs of the HPC <br />are the education of the citizens of Elk River through mechanisms like a written <br />history, soliciting money, and identifying what is significant to Elk River's history or <br />heritage so the Council has that knowledge available to them when making land use <br />decisions. <br /> <br />. <br /> <br />\ \elkriver\sys\shrdoc\b&z\stever\camascup.doc <br />13065 Orono Parkway · P.O.
