New/expanded routes in the Cities of Clear Lake, Becker, Big Lake, and Elk River would be .
provided by the RiverRider Heartland Express or Tri-Cap, providing service to the commuter
express bus routes. These services would operate as a combination door-to-door, flex-route and
shuttle service utilizing small buses serving park-and-ride lots in each community.

Anoka County Transit would serve communities in Anoka County. Utilizing a combination of
dial-a-ride, fixed route and flex-route services, transfers would be provided to express routes at
park-and-ride lots and other transfer locations throughout the system. New routes and/or the
expansion of existing routes would be necessary to provide adequate levels of service, and would
be coordinated as much as possible with Metro Transit and other regional transit providers.

A new east/west connection between TH 252/66th Avenue and Brookdale Shopping Center in
Brooklyn Center would be provided by Metro Transit. Currently, east/west travel in the north
metropolitan area requires individuals to travel to downtown Minneapolis and transfer buses to
complete their trip; a new east/west route would reduce travel time and increase mobility options
for passengers. Initially the route would operate during peak hours only.

Metro Transit currently provides express service to/from the Foley Park-and-Ride to downtown
Minneapolis. Construction has begun to add a ramp for additional parking at the Foley Park-
and-Ride facility and Metro Transit plans to add service upon completion of the construction. It
is expected that additional express routes would be needed to accommodate demand at the
maximum level of service.

Expanded Service Area

.

Existing service area boundaries extend throughout the corridor to serve the proposed service
area under the bus operations strategy with the exception of the City of Rice. Service boundaries
in the St. Cloud metropolitan area would be extended to include Rice. It may also be
advantageous to expand service boundaries in other areas and outlying communities.

Service boundaries in Anoka County, particularly in the Cities of Ramsey and Andover, would
be extended to allow for feeder service to/from these communities. Currently these communities
are outside the Metropolitan Transit Taxing District and do not receive fixed route service. With
the addition of a park-and-ride facility in Anoka/Ramsey it is expected that demand will warrant
new service to these areas.

Expanded Hours of Service

Additional service hours would be required to provide service under the express/feeder bus
operations strategy. The table on the following page estimates the number additional vehicles
and service hours necessary to provide service based on the maximum level of service:

.

Phase II Northstar Corridor Major Investment Study
Draft - TSM Alternative

4

June 24, 1999
