Commission Meeting- <br /> <br />At the Planning Commission meeting held on June 8th, no one spoke at the <br />public hearing. The Planning Commission focused their discussion on <br />parking. The developer presented documentation, which has been included in <br />your packet, supporting their claim that the new uses are compatible with <br />the theater and the complementary peak hours will not result in a shortage <br />of parking spaces. The Commission felt the new uses would complement the <br />theater and, even though the plaza does not provide the parking spaces <br />required by the Zoning Code, adequate parking has been provided. <br /> <br />Internal traffic circulation was also discussed. The Commission asked that <br />the developer approach the theater owners about the possibility of adding a <br />right turn lane to the center drive leading out to Freeport Avenue. <br /> <br />The Commission asked the developer to modify the exterior of the drug store <br />building so it more closely resembles the clinic. They felt the boxy, <br />windowless exterior should be coordinated more with the clinic than the <br />theater and restaurant. <br /> <br />Recommenda tion <br /> <br />The Planning Commission and staff recommend the City Council approve <br />the preliminary and final plat, the conditional use permit for the <br />freestanding retail building and the conditional use permit for the <br />restaurant, with on sale liquor/retail building with the following conditions: <br /> <br />Preliminary and Final Plat <br /> <br />1. Drainage and utility easement be shown on the plat per Elk River <br />Utilities recommendation. <br /> <br />2. All comments of the City Engineer be addressed. <br /> <br />3. All necessary cross parking and access agreements be approved by the <br />City Attorney and recorded with Sherburne County. <br /> <br />Conditional Use Permit Freestanding Retail Building <br /> <br />1. Windows and trees be provided along the front facade. <br /> <br />2.
