.. s' <br /> City or Memorandum <br /> Elk <br /> r <br /> To: Cal Portner, City Administrator <br /> From: RaeAnn Gardner, Communications Coordinator <br /> Tina Allard, City Clerk <br /> Date: May 31, 2017 <br /> Subject: Wayfinding Signage Bid Clarification Information <br /> The City Council has discussed wayfinding for over four years which began when consistent <br /> wayfinding signage was outlined in the 2013 Visioning Plan under the Beautification Goal. <br /> During this time, a number of major signage projects were planned,budgeted, approved by <br /> the Council, and postponed by staff until the final plan was complete. They include: <br /> ■ Directional signage to the Youth Athletic Complex <br /> ■ Entrance signs and informational kiosks for the following parks <br /> • Hillside City Park <br /> • Woodlands Trails Regional Park <br /> • Dave Anderson Athletic Complex (currently has temporary signage) <br /> • Bailey Point Nature Preserve (currently has temporary signage) <br /> • William H. Houlton Conservation Area (currently has temporary signage) <br /> ■ Downtown signage as part of the Mississippi Connections Plan <br /> ■ Northstar Station directional signage <br /> The Wayfinding Master Plan included four large entrance monuments,in which the Council <br /> has expressed consensus to use the GRE Fund. The projected cost per monument was <br /> planned in the CIP and budgeted at$80,000 each. The fund currently has more than enough <br /> balance to fund the 2-year plan. <br /> The GRE Fund receives annual revenue from Great River Energy based upon the tonnage <br /> of garbage burned at the RDF plant. A part of the rationale for negotiating this "Host Fee" <br /> was for city beautification projects to offset the effects of having a garbage burner in town. <br /> The last RFP proposed a work project over two years because funds were available, the <br /> projects were previously planned, and additional construction mobilization costs are lower. <br /> During the design phase of the Master Plan, there was much discussion about the type of <br /> rock used for the signage.
