<br />. <br /> <br />A. Overlay Concept - The Mississippi wild and Scenic River <br /> <br />District for the City of Elk River shall be treated as an <br /> <br />Overlay District. All Permitted, Accessory, Conditional, and <br /> <br />Prohibited Uses as specified by the applicable underlying <br /> <br /> <br />Zoning District shall apply, except that marinas and <br /> <br />extractive uses are prohibited. The development of public or <br /> <br />private recreational facilities shall conform to the design <br /> <br />specification guidelines in Minnesota Rules, part 6105.0940. <br />These underlying districts are shown on the Zoning Map, and <br /> <br />the uses are described in Section 900.12 of the Zoning <br /> <br />Ordinance. In addition, land use patterns within the <br /> <br />Mississippi Wild and Scenic River District shall be <br /> <br />consistent with the City of Elk River's Growth Management <br /> <br />Plan. <br /> <br />. <br /> <br />B. Rezoning - In reviewing proposals to rezone any land <br /> <br /> <br />underlying the Mississippi wild and Scenic River Overlay <br /> <br /> <br />District, the City shall assure that the proposed Zoning <br /> <br /> <br />District is consistent with Section 906.00 (2) and the <br /> <br /> <br />criteria, considerations, and objectives in Section 904.06 <br /> <br /> <br />(2) (c) of this ordinance. Rezoning must be certified in <br /> <br /> <br />accordance with Section 906.04 of this ordinance. <br /> <br />906.08 - ZONING AND WATER SUPPLY/SANITARY PROVISIONS <br /> <br />. <br /> <br />1.
