It is our uryderstanding that Congressman Oberstar expects that BNSF will <br />sign a letter of commitment to the Northstar Corridor project at that meeting. In <br />preparation for thiS meeting, we have compiled a list of what we believe to be the key <br />elements of a letter of commitment These elements aTe as follows: . <br /> <br />1. BNSF recognizes the intent of the NCDA to commence commuter rail service <br />in the Northstar COrridor in 2003 and agrees to participate in the process of <br />developing the necessary pUbliC/private working relationship and agreements <br />to achieve that end. <br /> <br />2. BNSF is prepared to allow the commuter rail service to run on its right-of-way. <br />tracks, and facilities, subject to agreement between BNSF and the NCOA as <br />to compensation and the design, construction and funding of capital projects <br />that may be necessary to expand the capacity of BNSPs line. While many <br />details of these agreements remain to be worked out, BNSPs early <br />commitment is significant. <br /> <br />3. BNSF will work with the NCOA to achieve the following four goals for commuter <br />rail service in the Northstar Corridor: <br />a. Service that is convenient, fast, and reliable enough to attract and retain a <br />substantial ridership, including commuters currently using automobiles; <br />b. Service that is efficient and cost-effective in meeting the NCOA's goals; <br />c. Service that continues to accommodate freight service and other existing <br />productive uses of the Northstar Corridor' and <br />d.
