We are very concerned that intertrack fencing at stations, improved grade <br />crossing active warning devices. and. where appropriate, grade separations or closures be either <br />included in the project or funded concurrently from other sources. <br /> <br />Furthermore, we understand your interest in commencing commuter rail service between St. <br />Cloud and Minneapolis by the end of the year 2003. Our engineers believe this is realistic as <br />long as three conditions are met: <br /> <br />1) We have concluded capital and operating agreement negotiations; <br /> <br />2) NonhStar has funding for the project and is able to authorize material procurement by no <br />later than the fall of 2001: and. <br /> <br />3) Additional land required for right-of-way improvements has been acquired. cleared, and any <br />environmental remediation completed by no later than the spring of 2002. <br /> <br />Building a commuter rail service can be a difficult process. As we have seen so far in Seattle, <br />however, it can be one where all parties work cooperatively toward addressing the twin <br />objectives of meeting local public transit needs while protecting the interests of our freight <br />customers. <br /> <br />Regards, <br /> <br />~J;t,., <br /> <br />Matthew K.
