<br />Background/Discussion <br />Case No. P-17-05 <br /> <br />On May 16, 2016, the City Council approved the preliminary plat of Miske Meadows. An update to the <br />plat, which included 37 detached townhome units, was approved on January 17, 2017. The current <br />preliminary plat request includes 251 buildable lots. The changes proposed with this update include <br />reconfiguration of stormwater infrastructure between Johnson and Ivanhoe Streets to allow the addition <br />of four additional lots. The changes also include a new stormwater basin, and relocation of the mid-block <br />sidewalk connection between Johnson Street and Ivanhoe Drive. <br /> <br />The applicant is also requesting approval of the Final Plat for Miske Meadows Third Addition. The plat <br />will create 17 new buildable lots, two outlots, and an additional roadway connection between Ivanhoe <br />th <br />Street and 190 Lane NW. <br /> <br />Site Plan <br />In addition to allowing the addition of four buildable parcels, the changes to the stormwater plans reduce <br />the lot depths for a number of lots. The typical lot depth for the impacted area has been reduced to 128 <br />feet, but two parcels have a minimum depth of 120 feet. The standard lot depth for a typical single-family <br />neighborhood is 130 feet. With the changes made after the first submittal staff is comfortable with the <br />proposed lot depth reductions. <br /> <br />The pedestrian connection between Johnson and Ivanhoe had aligned with Lincoln Street and the <br />connection to Sunset Ridge. The proposal moves the pedestrian connection north, to a less than desirable <br />location along the south side of wetland #2. The new location does not align with a sidewalk connection <br />on either side, but due to changes in topography this may be the best alternative. To address concerns <br />with the proposed sidewalk location staff recommends requiring pedestrian ramps on both sides of <br />Johnson Street and Ivanhoe Drive, painted markings on the street to identify the crosswalk, and signage <br />to inform motorists of the pedestrian crossing. <br /> <br />Engineering and Utilities <br />Mass grading for the site was completed last summer and installation of streets and utilities began this <br />spring for Miske Meadows First and Second Additions. Staff’s initial concerns with the project were <br />related to the design of the stormwater treatment infrastructure and the impacts to lot sizes and buildable <br />areas. The current proposal meets all design standards. <br /> <br />It should be noted the current stormwater design creates a situation where water will rise up and out of <br />the catch basins in the back yards of some lots and lower as the pipes drain the water. This may be <br />surprising to some residents, but the water will recede quickly. Due to the planned rise in water levels <br />within these areas, staff recommends increasing the size of the easement along the rear property lines to <br />mitigate the chance that structures could be temporarily inundated with water. <br /> <br />Park Dedication <br />No additional park land will be dedicated with this plat, but a cash dedication will be required with the <br />filing of a final plat. <br /> <br /> <br /> <br />N:\\Public Bodies\\Agenda Packets\\06-05-2017\\Final\\7.1 sr Miske Meadows 3.docx <br />
