On February 4, 1999, the NCDA directed staff to initiate a process to secure qualified legal professionals with the expertise needed to assist in the negotiations with BNSF and in the Environmental Impact Statement process. On March 18, the Executive Committee appointed Commissioner Mark Stenglein and Councilmember Steve Billings to lead the selection process. A Request for Qualifications (RFQ) was issued on March 25, 1999 and Statements of Qualifications were received from six firms on April 12, 1999. The list of firms responding to the RFQ is attached. The Screening Committee then met on April 20, 1999 and interviewed several of the responding law firms. An additional interview of the finalists will be held on April 29, 1999. A final recommendation from the Screening Committee will be presented at the NCDA meeting on May 6, 1999.
