Review all assumptions and input used by BNSF for their simulation work, including current <br />track and signal systems, current train operations. proposed changes in train operations, <br />and future traffic growth projections. <br /> <br />· Simulate the 1998 current operations to develop an initial base case for comparison. <br /> <br />· Simulate 2003, first with freight traffic increases only, and proposed operational changes, <br />to determine variance in key measures of performance, like delay and transit time. for <br />various classes of trains. Add the 18 train commuter schedule and determine the amount <br />and location of capacity upgrades necessary to bring system performance to acceptable <br />levels by analyzing and assessing simulation output. Determine the value received from <br />improvements to freight versus passenger operations. Do the same analysis with the six <br />train schedule if NCDA so desires. <br /> <br />· Determine amount of capacity required in 2020 for freight growth by adding freight trains <br />to the appropriate 2003 freight-commuter operation. Do the same type of analysis <br />described for 2003 above. <br /> <br />Task II <br /> <br />· Assist NCDA in the negotiation process with BNSF by helping NCDA set strategy based on <br />MLM's knowledge of railroad perspective and methods. Provide support and information <br />to NCDA as required, based on the simulation work described above. <br /> <br />NOTE: Rate of $175/hourfor actual running simulation model.
