.

I Communications Strategy

Public Address Announcements: Informing the Public

Shandwick would review and build on NCDA' s current information tools, including
Northstar News, web site and Power Point presentation. We would look for ways to
improve the impact of these information efforts.

· AUDIENCE DEVELOPMENT. Shandwick would build on and complement
NCDA's current mailing list. At public meetings and events we would encourage
people to sign up to receive updates on the project.

· TRA VEUNG DISPLAYS. A mobile display would be developed for schools,
colleges, libraries, shopping centers, churches and city halls up and down the
corridor. We would again partner with the Minnesota Transportation Museum to
incorporate historical photos along with photos of modem commuter rail, maps and
drawings of the proposed stations along the Northstar Corridor. The newsletter and
brochures would be available for people. A signup sheet to receive more information
(via newsletters or e-mail) would be clearly visible.

.

· NEWSLETTER. We would build on the current newsletter, making sure your key
messages are being communicated.

· APPEARANCES ON RADIO AND TELEVISION. We would seek out
opportunities to discuss the Northstar corridor and transportation issues through
various media outlets, including local radio stations, morning drive-time programs,
Minnesota Public Radio and public television.

· RADIO OR TELEVISION TOWN HALL MEETING. Partner with public radio,
public television or cable television to create an electronic Town Hall Meeting. We
would work with a media partner to create an educational meeting about commuter
rail in the Northstar Corridor, again seeking high-profile commuter rail advocates
like Gov. Ventura or Metropolitan Council Chair Ted Mondale to participate in the
Town Hall Meeting. The Town Hall could also address issues of planning and
development around commuter rail stations.

· LISTSERV. NCDA should take every opportunity to ask the public (via Work Group
meetings, public meetings, at traveling displays) if they would like to receive updates
via e-mail. By collecting these e-mail addresses into a database of supporters, NCDA
can communicate more efficiently in the future with those interested in getting
updates on the project.

· UTILITY STUFFERS. Inform the public about upcoming meetings and
opportunities to meet with NCDA about the commuter rail.

.

7 Shandwick International

3.23.99
