e SPECIAL MEETING OF THE ELK RIVER CITY COUNCIL HELD AT THE ELK RIVER CITY HALL - TRAINING ROOM MONDAY, MAY 17, 1999 Members Present: Mayor Klinzing, Councilmembers Farber, Motin, and Thompson. Councilmember Dietz arrived at 5:20 p.m. Members Absent: None Staff Present: Pat Klaers, City Administrator; Lori Ziemer, Assistant Finance Director; Debbie Huebner, Recording Secretary Also Present: Steve McDonald, Abdo, Abdo, Eick and Meyers 1. Call Meetina To Order Pursuant to due call and notice thereot the meeting of the Elk River City Council was called to order at 5:00 p.m. by Mayor Klinzing. 2. Consider 5117/99 Aaenda e Item NO.3 - The presentation of the 1998 Finance Department Annual Report was withdrawn from the agenda. COUNCILMEMBER MOTIN MOVED TO APPROVE THE AGENDA AS AMENDED. COUNCILMEMBER FARBER SECONDED THE MOTION. THE MOTION CARRIED 4-0. 3. Presentation of 1998 Audit Report Steve McDonald, of Abdo, Abdo, Eick and Meyers, presented the 1998 City Audit Report and reviewed the condition of the various funds for which the City of Elk River is financially accountable. Mr. McDonald commended staff for the excellent job done in providing information for the audit. He stated that the Fund Balance in the General Fund did not change from the end of 1997 to the end of 1998, but that the the city's overall finances are in very good shape. Mr. McDonald indicated that hiring an additional finance department employee would allow for more segregation of duties. He stated that the city would have to weigh cost issues versus the benefits which would be gained for this additional employee. Councilmember Dietz arrived during the audit report discussion (Approximately 5:20 p.m.) City Administrator Pat Klaers reviewed City Council action last December to transfer year end monies into the development fund and not into the government building debt fund. The Council request the Finance Director to provide more detail on this year end transfer. e
