Councilmember Dietz arrived at 5:20 p.m. <br /> <br />Members Absent: <br /> <br />None <br /> <br />Staff Present: <br /> <br />Pat Klaers, City Administrator; Lori Ziemer, Assistant Finance <br />Director; Debbie Huebner, Recording Secretary <br /> <br />Also Present: <br /> <br />Steve McDonald, Abdo, Abdo, Eick and Meyers <br /> <br />1. Call Meetina To Order <br /> <br />Pursuant to due call and notice thereot the meeting of the Elk River City Council <br />was called to order at 5:00 p.m. by Mayor Klinzing. <br /> <br />2. <br /> <br />Consider 5117/99 Aaenda <br /> <br />e <br /> <br />Item NO.3 - The presentation of the 1998 Finance Department Annual Report was <br />withdrawn from the agenda. <br /> <br />COUNCILMEMBER MOTIN MOVED TO APPROVE THE AGENDA AS AMENDED. <br />COUNCILMEMBER FARBER SECONDED THE MOTION. THE MOTION CARRIED 4-0. <br /> <br />3. Presentation of 1998 Audit Report <br /> <br />Steve McDonald, of Abdo, Abdo, Eick and Meyers, presented the 1998 City Audit <br />Report and reviewed the condition of the various funds for which the City of Elk <br />River is financially accountable. Mr. McDonald commended staff for the <br />excellent job done in providing information for the audit. He stated that the Fund <br />Balance in the General Fund did not change from the end of 1997 to the end of <br />1998, but that the the city's overall finances are in very good shape. Mr. <br />McDonald indicated that hiring an additional finance department employee <br />would allow for more segregation of duties. He stated that the city would have <br />to weigh cost issues versus the benefits which would be gained for this additional <br />employee. <br /> <br />Councilmember Dietz arrived during the audit report discussion (Approximately <br />5:20 p.m.) <br /> <br />City Administrator Pat Klaers reviewed City Council action last December to <br />transfer year end monies into the development fund and not into the <br />government building debt fund. The Council request the Finance Director to <br />provide more detail on this year end transfer. <br /> <br />e <br />
