<br />e <br /> <br />MEETING OF THE ELK RIVER CITY COUNCIL <br />ACTING AS THE BOARD OF REVIEW <br />HELD AT THE SHERBURNE COUNTY GOVERNMENT CENTER <br />THURSDAY, APRIL 29, 1999 <br /> <br />Members Present: <br /> <br />Council members Dietz and Farber. Councilmember <br />Klinzing arrived at 6:30 p.m. <br /> <br />Members Absent: <br /> <br />Council members Thompson and Motin <br /> <br />Staff Present: <br /> <br />Sandra Peine, City Clerk <br /> <br />Also Present: <br /> <br />Ty Bischoff, Sherburne County Assessor and staff members <br />from the Sherburne County Assessor's Office <br /> <br />1. Call Meeting To Order <br /> <br />Pursuant to due call and notice thereof, the meeting of the Elk River Board of <br />Review was called to order at 6: 1 0 p.m. by Councilmember Dietz. <br />Councilmember Dietz noted that the Mayor would be delayed. He further noted <br />that the Council would take no formal action until a full quorum of the council <br />was present. <br /> <br />e <br /> <br />Sherburne County Assessor Ty Bischoff explained that the purpose of the meeting <br />which is to review the 1999 assessed property value. He stated that in order to be <br />consistent with the state requirement of staying within 90 - 105% of the actual <br />market value, an overall increase of approximately 5% was applied to all property <br />in the city. The County Assessor explained that each grievance would be heard <br />by the Board of Review on an individual basis. <br /> <br />2. <br /> <br />Timothy Ehr - 75-522-0348 <br /> <br />Mr. Ehr explained that his property value increased from $166,300 to $173,900 <br />which equates to a 4.5% increase. <br /> <br />Mayor Klinzing arrived at this time (6:30 p.m.) <br /> <br />Council member Dietz noted that this increase was consistent with the overall <br />increase which all property owners received. Tim Ehr stated that the homes in his <br />neighborhood are being sold at much lower prices than the value placed on <br />them. <br /> <br />e <br /> <br />Ty Bischoff indicated that there have been many unusual circumstances in the <br />Royal Oaks Ridge plat. It was noted that several homes have been sold during <br />the past 18 months at prices much lower than the assessed market value. After <br />much discussion regarding this issue, Ty Bischoff recommended. an area-wide <br />reduction of 7% in assessed property value to all property in the Royal Oaks Ridge <br />plat due to the area being depressed. Ty Bischoff noted that there is one <br />property owner in the Royal Oaks Ridge plat who has requested that his market <br />
