<br />. <br /> <br />. <br /> <br />. <br /> <br />Elk River Park and Recreation Commission <br />Joint Meeting with City Council <br />April 26, 1999 <br />6:00 p.m. to 7:00 p.m. <br /> <br />Review of 1998 Goals <br /> <br />1. Passage of Park Bond Referendum in November 1998. <br />After trying for a second time to pass, the bond was voted down by the citizens of <br />Elk River. We decided to not pursue another bond at this time. <br /> <br />2. Establish layout of existing parks to determine development/amenities plan. <br />This is now known as "Park of the Month". In this process, City Planner, Steve <br />Wensman, presents options for the a park. The Park and Recreation Commission <br />members decide which amenity options we feel best serve the needs. The public is then <br />invited to join us in reviewing a :final plan. It is at this time that the plan is accepted and <br />becomes part of the Master Park Plan. This process has worked well and has brought in a <br />continuum of public interest and input. We have several parks done at this time and are <br />continuing to progress. <br /> <br />3. Pursue East-West trail connections for improved access to city parks and other <br />trails, especially when new plats are reviewed. <br />A special meeting was held in January of 1999 to discuss issues pertaining to the <br />East side of highway 169. In attendance were City Council members, staff, as well as <br />Park and Recreation Commission members. Several topics were discussed. At this time, <br />Terry Maurer is working on updating the Master Park Plan to discuss the decisions which <br />came out of this meeting <br /> <br />4. Investigate how to better serve the needs of the of the residents located on the <br />East side of highway 169. <br />(see #3. above) <br /> <br />5. Define exiting park boundaries. <br />This goal is well underway with 150 posts already having been put out at sites by <br />city staff. Signs will be out in 1999. <br /> <br />6. Require developers of new plats to install posts which identify park and trail <br />boundaries, prior to selling lots. Signs will be installed by the StreetslParks <br />Department. <br />This policy is still in the development process. <br />
