Sambatek DATE: 5/5/2017 TO: Justin Femrite, City of Elk River Engineering I Surveying I Planning I Environmental FROM: Eric Luth, PE Sambatek RE: Miske Meadows Third Addition Utility and Street Plans - City Comments, dated 04 /06/17 Please find below our response city comments for the Preliminary Plat Amendment and Third Addition Final Plat. The original comments are listed below, followed by our response in blue. City Comments 1. Include a pedestrian connection, as shown on previous plans, between Johnson Street and Ivanhoe Drive. The 20 foot wide utility easements shown between lots 388 & 210, and 390 & 225 should be amended to add an outlot for trail purposes. Response: An 8 -foot wide trail has been added to the plans. 2. The proposed lot depth of 120 feet reduces the buildable area of the smallest lots to near 8,000 square feet. City ordinances limit the principal structure to 25% of the buildable area of the lot, meaning these lots are only permitted approximately 2,000 SF of principal structure area. Additionally, the reduced depth only leaves 75 feet of depth for a buildable area, which includes any future additions or decks. The city has approved lot width reductions from 80 down to 65 feet, but additional reductions in lot depth are challenging. Response: Please refer to the attached Pre plat and final plat. With the revised stormwater management plan, the lots have been resized to approximately 120 to 130' deep 3. Insulate water service to Lot 2, Block 3. Response: Plans have been revised accordingly. 4. Incorporate new engineering design standards. Response: Plans have been revised accordingly. 5. As proposed, this plan will require your utility contractor to test against valves installed under previous projects. This is fine, but staff wants to identify the requirement.
