<br />Memo to Mayor and City Councill/CU 99-9 <br />April 19, 1999 <br />Page 2 <br /> <br />. <br /> <br />house on Meadowvale Road will be use as church office space, storage and <br />meeting rooms. The applicant has plans of constructing their church on this <br />property. At that time they will be applying for a conditional use permit for <br />the church. <br /> <br />Site ImTJrovements <br /> <br />The applicant is proposing a gravel parking area behind the house which will <br />accommodate 15 spaces. Other than the installation of the parking lot no <br />other exterior improvements are proposed at this time. Since future <br />development of this site is planned, the applicant does not wish to install <br />permanent improvements only to have to remove them when they develop <br />the site. Section 900.24. allows the City to exempt paved parking areas and <br />curbing where the installation of paving presents a hardship due to the <br />uniqueness of the business or other conditions. However, staff would like to <br />see landscaping and screening installed at this time. By installing some <br />landscaping with this conditional use permit, it will have an opportunity to <br />grow and provide a better buffer and screen for adjacent residences when the <br />property is developed. <br /> <br />Planning Commission Meeting <br /> <br />. <br /> <br />At the Planning Commission meeting held on March 23rd six neighbors spoke <br />at the public hearing. Most were concerned about future development of the <br />property as a church. Several wanted landscaping to be provided and <br />expressed concerns about an increase in traffic and dust. <br /> <br />The Commission discussed lighting, the need for improvements to the <br />parking area, future development, and the number of meetings. The <br />Commission wanted to make sure the applicant and the neighbors <br />understood that this approval was only to use the existing house as an office, <br />small group meeting space and storage area, and future development of the <br />church property would require a conditional use permit and public hearings. <br />In order to reinforce this, the Commission added a condition which states the <br />conditional use permit applies to parcel B only. <br /> <br />Recommendation <br /> <br />It is recommended the Planning Commission recommend approval of Living <br />Waters Church's request for a conditional use permit to allow the use of an <br />existing house as a church office, storage and small group meeting space with <br />the following conditions: <br /> <br />. <br /> <br />\ \elkriver \sys \shrdoc \planning \scott \cu99-9cc.doc <br />
