S. Non-binding. This MOU sets forth the intent of the parties to investigate the feasibility of <br />addressing the goals set forth in Section 1 above. Either party may terminate its participation in <br />this effort at any time and will give notice to the other party upon doing so. Neither party shall be <br />bound to the other or obligated to proceed with a project to address the goals unless and until a <br />binding agreement is entered into between the parties. <br />6. Effective date.
