City of Elk River
13065 Orono Parkway NW
Elk River, Minnesota, 55330
MEMORANDUM of UNDERSTANDING
BETWEEN
THE CITY OF ELK RIVER AND WASTE MANAGEMENT OF MINNESOTA, INC.
SUBJECT; Landfill Leachate and Municipal Biosolids Disposal
1. Purpose. This Memorandum of Understanding (MOU) documents the intent of the parties to
work toward two common goals, Goal I - conveying Waste Management's landfill leachate to
the City of Elk River Wastewater Treatment Facility (WWTF) for treatment and disposal. Goal 2
— transport and disposal of municipal biosolids from the City of Elk River WWTF into Waste
Management's Elk River landfill.
2. Issue. Waste Management seeks a long term solution for the handling and treatment of
leachate from their landfill located in Elk River, Minnesota.. Limited options currently rewire
hauling the leachate to a distant Metropolitan Council facility for treatment. The City of Elk
River is in the process of upgrading the main treatment processes at the WWTF which, in
concept, would allow for the primary treatment of the leachate.
As a result of said facility upgrade the City of Elk River will be producing biosolids that are
transportable by truck and disposable in a landfill. The City seeks a long tern solution for
disposal of these biosolids. Waste Management's permit allows for the disposal of biosolids at
their Elk River landfill.
3.
