SECTION 6.0 RECOMMENDATIONS AND IMPLEMENTATION <br />6.1 Recommended Wastewater Treatment Improvements <br />Recommendations following the preliminary evaluation are consistent with the project plan <br />outlined in the Memorandum of Understanding. The projected impacts on allocated treatment <br />capacity and the uncertainty regarding the reduction of color and improved UVT through the <br />biological treatment process should be tested with a pilot scale operation or via truck delivery <br />and metered feed to the facility when the full scale activated sludge process is on-line. <br />The pilot operations are scheduled for November 2015 following completion and start-up of the <br />activated sludge treatment facilities at the Elk River Wastewater Treatment Facility. Ideal <br />conditions for pilot operations include a metered discharge at the preferred location in the <br />collection system. This will provide the opportunity to monitoring nuisance conditions such as <br />odors and/or build-up within the collection system. <br />Additional information is desired regarding the ratio of carbonaceous biochemical oxygen <br />demand to chemical oxygen demand ratio (CBODs:COD) to further evaluate the impact of the <br />leachate on the overall facility treatment capacity. The observed COD values for 2013-2014 <br />were significantly higher than previous years and load contributions for other facilities. If the <br />concentration does not decrease over time, the quantity of leachate may need to be limited as the <br />service area for the WWTF increases. <br />Pilot operation will allow the facility to evaluate the color removal process. Although <br />comparable facilities did not report the presence of color to the extent observed in Elk River, it <br />was noted that any color present was removed through the activated sludge process. <br />6.2 Permitting <br />Permitting requirements associated with construction and operation of a leachate pumping <br />system and treatment at the municipal treatment facility include a General Stormwater Permit for <br />Construction Activity from the Minnesota Pollution Control Agency (MPGA) and an Industrial <br />City of Elk River, Minnesota —121.109643 Page 21 <br />Elk RiveriWaste Management Leachate Study Prepared by Bolton & Menk, Inc. <br />
