SECTION 1.0 INTRODUCTION <br />1.1 Purpose <br />The City of Elk River owns and operates a mechanical wastewater treatment facility serving the <br />residents of Elk River as well as commercial and industrial users within the community. Upon <br />completion of current facility improvements, a treatment capacity of 4.54 million gallons per day <br />(MGD) will be provided with activated sludge, media filtration, ultraviolet disinfection and land <br />application of anaerobically digested biosolids. <br />Waste Management owns and operates a landfill north of Elk River that generates leachate from <br />both municipal solid waste (MSW) and construction and demolition waste (C&D) at a rate of <br />approximately 35,000 gallon per day (gpd). Actual rates will vary seasonally based on <br />precipitation, however, this evaluation is based on an average daily leachate rate of 35,000 gpd. <br />The leachate is currently stored on-site and transported by truck to the Metropolitan Council <br />wastewater system where it is treatment at a facility with a design capacity of more than 30 <br />MGD. The Elk River landfill was opened in 1972 and is projected to remain open through 2063. <br />This report evaluates the impact of leachate on the Elk River treatment processes and evaluates <br />conveyance alternatives to pump the leachate from the landfill to the existing Elk River <br />collection system. This preliminary engineering report is step 1 as outlined in the Memorandum <br />of Understanding between the City of Elk River and Waste Management of Minnesota, Inc. for <br />landfill leachate and municipal biosolids disposal.
