,

.

5.

RECOMMENDA TIONS FOR mGHW A Y OPTIONS

This section summarizes the results of the highway options preliminary evaluation. Table VI-2 is
a matrix summarizing how each option fared against each criterion. Based on Table VI-2, the
following alternatives were recommended to be carried forward for further evaluation:

1. Addition of Turn Lanes
2. ITS Technologies for Traffic Management
3. Access ConsolidationIFrontage Road Development
4. Signal Improvement/Coordination
5. Addition of Through-Lanes/HOV Lanes
6. CSAH 11 Interchange

In general, the above options fared relatively well in all three screening criteria. Options that were
eliminated from the preliminary evaluation had such significant environmental impacts and high
costs that rendered them infeasible. These options were: construction of an interchange at select
locations (all other locations except CSAH 11 in Becker), construction of bypass and construction
of full-access control freeway.

.

.

Northstar Corridor Major Investment Study
Conceptual Definition of Alternatives
February 1999

VI-14
