<br />The annual MnlDOT District 3 right-of-way and construction budget is $50 million. Of . <br />this $50 million, $8 million is programmed for expansion projects such as bypass and <br />interchange construction. Currently, the expansion budget has been allocated through 2008. <br /> <br />The costs presented in Table VI-I do not include right-of-way costs. These would <br />significantly increase the total bypass cost and further exceed the existing Mn/DOT <br />District 3 expansion budget. These impacts render this alternative <br />infeasible. <br /> <br />Cost <br /> <br />Table VI-I included in the discussion of Option 4.7, Construction of Bypass, provides an <br />estimate of construction for part of the conversion of TH 10 into a full-access control <br />facility. These costs rendered the bypass alternative infeasible. <br /> <br />Similarly, conversion to a full-access control freeway was rendered infeasible because <br />of construction and right-of-way costs significantly higher than Mn/DOT District 3's <br />existing expansion budget.
