November 19, 2012 - Part II, page 18 - <br />North of Highway 10 <br />– Jackson Ave and 4th Street Corridors <br /> <br />Objective Statement <br />While historically identified as part of “downtown”, the area <br />north of Highway 10 has evolved over the years into different <br />land uses (e.g. industrial and highway commercial) that no longer <br />represent a traditional downtown market. <br /> <br />The Plan recognizes the opportunity to create an improved <br />physical connection between the north and south areas of <br />Highway 10, realignment of existing internal roadways, and <br />introduces the concept of employment generators that bring <br />daytime users with a wide range of salaries, and a significant <br />residential component to this area that will complement and <br />support the core downtown. <br /> <br />The Plan emphasizes transforming Jackson Avenue, and possibly <br />Main Street, as a parkway that will serve as the central corridors <br />and entrances to the core downtown’s commercial, cultural and <br />recreational amenities and the rest of the community. <br /> <br />The Plan describes the area as “mixed use”. The goal with this <br />designation is to identify the need for additional housing and <br />employment options in an urban environment. Development and <br />redevelopment of the area should emphasize a high level of <br />design. Where possible, development should capitalize on area <br />assets, including the Mississippi River, Lions Park, Highway 10 <br />visibility and Highway 169 proximity. Downtown draws <br />requiring large land area could be introduced to the area.
