Highway 10 is a physical barrier that will always create a <br />challenge in providing an optimum redevelopment <br />strategy to connect the north and south Study Areas. <br />Although the Study Area does not depend on customer <br />traffic from Highway 10, it is important for this area to be <br />seen and accessed in order to maintain downtown’s <br />uniqueness and sense of place in the community. <br /> <br />9. In order to strengthen the Study Area’s single family <br />neighborhoods, multiple strategies should be <br />implemented in order to encourage continuous <br />reinvestment, e.g. rehabilitation, code compliance and <br />building removal/rebuilding.
