November 19, 2012 - Part II, page 7 - <br />PPoolliicciieess <br /> <br />The Task Force developed the following Policies to be used as a <br />framework for the long term Plan and Specific Area Strategies: <br /> <br />1. Through the Task Force Mission Statement, it has been <br />determined that the Study Area needs to be redefined and <br />that substantial redevelopment efforts will most likely <br />occur in the future as a response to the market. In order <br />to respond to these changes, a comprehensive <br />redevelopment framework is necessary to guide both <br />private and public investment/reinvestment efforts to <br />ensure that the goals of the community are met in the <br />short and long term. <br /> <br />2. The Mississippi and Elk Rivers define downtown’s <br />uniqueness and history; these should be emphasized both <br />as a recreational amenity and as an asset enhancement for <br />redevelopment opportunities. <br /> <br />3. Explore opportunities for public access improvements <br />and activity generation at the Mississippi River, Elk River, <br />Handke Stadium, Lion’s Park and River’s Edge <br />Commons Park in order to achieve a sense of place and <br />connection to the community. <br /> <br />4. Achieve the preservation of historic character by a wide <br />range of strategies, e.g. new construction design standards <br />to appear traditional, rehabilitation, interpretive signage <br />and special events. <br /> <br /> <br />5. Identify and agree as a community those buildings that <br />best represent the historic nature of Elk River’s past and <br />promote programs that will assist in the rehabilitation of <br />those residential and commercial buildings. <br /> <br />6. North of Highway 10 should not be an extension of the <br />core downtown. The land uses on the north side should: <br /> <br />a. Not be in competition with the core downtown <br /> <br />b. Compliment the core downtown in terms of <br />design, transportation, pedestrian movement and <br />market opportunities, and <br /> <br />c. Include employment centers to bring daytime <br />users and jobs (e.g. office/medical) to support the <br />retail in the core downtown. <br /> <br />d. Include opportunities for draws; activity centers, <br />plazas, etcetera that add visibility and identity to <br />the area. <br /> <br />7. Responding to redevelopment opportunities are critical to <br />the area. Recognizing that redevelopment is more costly <br />and riskier than greenfield development, market triggered <br />redevelopment should be encouraged and assisted. <br />
