The images <br />incorporated within the Plan are intended to provide guidance <br />toward the development of formal design guidelines and small <br />area plans after the Plan’s adoption. <br /> <br />Primary Elements of the <br />Illustrative Master Plan <br /> <br />Greater Downtown Area − General <br /> <br /> Identify opportunities to visually improve the Highway <br />10 corridor by adding areas of landscaping, lighting, visual <br />features and removing blight. <br /> <br /> Maintain the integrity of single family neighborhoods by <br />encouraging opportunities for reinvestment. <br /> <br /> Maintain historic character of the area by: <br />o Rehabilitation of the “Brick and South Main blocks” <br />o Maintain the water tower at Jackson Ave <br />o Designate historic single family residential areas <br />o Commemorative signage <br />o Establish design standards for new development that reflect <br />characteristics of the past <br /> <br /> Establish identifiable pedestrian corridors to enhance <br />traffic patterns and connections throughout the Study Area: <br />o Main Street to Handke Stadium to Hwy 10 at Proctor <br />o Main Street to the mixed use area <br />o Jackson Avenue <br /> <br /> Establish identifiable landscape corridors to enhance traffic <br />patterns and connections throughout the Study Area: <br />o Main Street to Handke Stadium <br />o Main Street/4th Street <br />o Jackson Avenue <br /> <br />Recreational Opportunities <br /> <br /> Identify appropriate locations along the rivers for public <br />access. <br /> <br /> Work with Elk River Municipal Utilities to screen or <br />relocate outdoor storage. <br /> <br /> Establish a trail system throughout the study area,: <br />Promoting connections to the rivers, parks, and activity <br />venues. <br /> <br /> Create interpretive signs to highlight historic occurrences <br />and view sheds <br /> <br /> Promote people generating activities (farmers markets, <br />festivals, concerts, sidewalk sales) to expand and enhance <br />citizen activity in the Study Area: <br /> <br />Core Downtown <br /> <br /> Establish the Mississippi River as the significant <br />recreational amenity by creating a variety of public access <br />opportunities, physical connections and activities within the <br />Study Area. <br /> <br /> Establish specialized commercial land uses in the core <br />downtown (e.g. hotel, restaurant, banquet facility). <br /> <br /> Protect the large scale massing of buildings in the core <br />downtown that establish the character of the core area <br /> <br /> Use structured parking in the core downtown to provide <br />parking necessary to support diversity of uses in the downtown <br />area. <br />
