<br />November 19, 2012 -Part I, page 21 - <br />Previous Relevant Studies <br />Over the years the City has conducted several studies of the area <br />in an effort to continue to encourage redevelopment and <br />revitalization of downtown. <br /> <br />The objectives identified by these studies remain relevant thirty- <br />five years later. These objectives demonstrate the long-term <br />nature of redevelopment planning. The 2007 Redevelopment <br />Framework Plan validates many of these objectives, as <br />summarized below: <br /> <br />1970 – Elk River Central Business District Report <br />Prepared by Nason, Wehrman, Knight & Chapman, Inc. <br />The report established general guidelines for the physical <br />appearance, movement patterns and development potentials for a <br />20-year timeframe. <br /> <br />Primary objectives included: <br /> Unify existing and new buildings for the districts unique <br />character <br /> Remove traffic conflicts (e.g. Hwy 10 overpass to connect <br />north and south areas) <br /> Provide adequate parking (e.g. parking ramp) <br /> Utilize natural setting of the Mississippi River (e.g. <br />restaurant) <br /> 1970 <br /> <br /> 1970
