Study Area Defined <br />The Task Force identified the study area boundaries starting from <br />the “historic” core downtown area and expanded outward to <br />include the adjacent areas which have tangible and intangible <br />interrelationships with the health and vitality of the core <br />downtown area. This “greater downtown area” is what is <br />referred to herein the Plan as the “Study Area”. <br /> <br />The Study Area encompasses the 432-acre south central core of <br />the City of Elk River and includes a variety of land use <br />components. <br /> <br />The Plan divides the study area into five “Focus Areas”. These <br />areas allow for a more detailed discussion of the opportunities <br />and approaches for key locations in the Study Area. <br /> <br />The Focus Areas are: <br /> Core Downtown <br /> Recreational Opportunities (Mississippi and Elk Rivers, <br />Handke Stadium, River’s Edge Commons and Lion’s <br />Park). <br /> Residential Neighborhoods <br /> North of Highway 10 (Mixed use redevelopment <br />opportunity) <br /> Proctor and Quinn Avenues <br /> <br />The Study Area stems west, north and east of the core downtown <br />area and is bisected in half by east/west transportation corridors <br />– U.S. Highway 10 and the Burlington Northern Santa Fe <br />(BNSF) Railroad. <br /> <br />
