There was considerable debate regarding the eligibility of the city of Melrose's Ninth Street North <br />new road construction project and the city of Foley's Penn Street reconstruction project. Both of <br />these routes were shown as minor arterials in the original applications prepared by the proposers. <br />However, after further research on my part, I discovered that the two routes were actually classified <br />as local roads according to the app:coveQ Federal Functional Classification System Map maintained <br />by Mn/DOT. <br /> <br />Last year the ATP adopted a policy requiring all applicants seeking federal transportation funds to <br />meet all qualifying criteria prior to the submission of their application. Unfortunately, the two <br />proposed routes mentioned above do not meet the functional classification requirement set forth by <br />the ATP. Therefore, the two projects are ineligible to compete for federal transportation funding; <br />and consequently had to be removed from the list of eligible projects. We can discuss more on this <br />matter when we meet on February 25th. <br /> <br />In preparation for our next meeting, I suggest each of you take time to review the attached list of <br />priorities. I also encourage you to contact representatives of the T AC for additional input concerning <br />any of the projects on the list.
