<br />On Monday, February 14, 2005, Mr. Tinklenberg will be present to explain and discuss with the City <br />Council Tasks 2, 3, and 4 of the proposal. It is important to note that while the pre-application is <br />submitted in February, funding decisions are not made until October. A great deal of the work <br />identified in Task 2, 3, and 4 relates to building local support for doing planning for Highway 10 <br />alternatives. In this regard, the city needs to very clearly show Congressman Kennedy and <br />Congressman Oberstar that the entire Elk River community is united and working together to <br />address the Highway 10 traffic situation. <br /> <br />If the city is ultimately successful in obtaining federal funding for planning purposes, then we will <br />have the Tinklenberg Group submit a follow-up proposal for additional services. These additional <br />services will relate to the public participation component of evaluating the alternatives that the <br />technical group (consulting engineering firm) comes up with for Highway 10. Hopefully we will be <br />establishing a long-term relationship with the Tinklenberg Group that will ultimately lead to <br />obtaining federal funding for doing the fmal design and construction for Highway 10. <br /> <br />Funding for consulting services for the Tinklenberg Group to work on Highway 10 are available in <br />the city street reserve. This is the fund which the city used when the Tinklenberg Group was hired in <br />January for Task 1. The proposal includes a fee range with the low figure ($40,000) being the base <br />amount. The high figure ($55,000) assumes that the city will desire some additional services as <br />mutually agreed upon. <br /> <br />Recommendation <br />It is recommended that the City Council approve the attached consulting proposal from the <br />Tinklenberg Group for services related to the Highway 10 project with an estimated cost of $40- <br />$55,000.
