<br />Assumptions <br /> <br />. <br /> <br />The following assumptions are made for the work program and cost estimate. <br /> <br />. The geographic scope of the commuter rail service for the environmental <br />clearance will be Minneapolis to the St. Cloud area with service termination <br />either in east St. Cloud, downtown St. Cloud or Rice. <br /> <br />. The environmental clearance for the extension of the Hiawatha LRT service <br />from First Avenue North to the multi-modal downtown station will be part of <br />the Northstar Corridor work program. <br /> <br />. The general approach will be to use a MIS/Option 2 with the environmental <br />clearance included as part of the MIS for the commuter rail service. <br /> <br />. The level of improvements to be made to the BNSF railroad tracks that would <br />affect the environmental analysis will be agreed to by BNSF by July 1, 1999. <br /> <br />. The key environmental issue areas are expected to be: <br />Noise <br />Traffic at stations <br />Right-of-way required for stations and the maintenance facility <br />Land use <br />Cultural resources <br /> <br />. <br /> <br />. An EIS will be prepared. <br /> <br />. The federal EIS will suffice for any state environmental requirements. <br /> <br />. The level of engineering to be completed will be sufficient to support the <br />environmental analysis. <br /> <br />. The station planning and design will define the required right-of-way. <br /> <br />.
