HRA Update-Councilmember Morin

Councilmember Morin provided an update of the Housing and Redevelopment Authority
meeting held on January 3, 2005.

7. Other Business

Councilmember Farber stated he would like to add to the February worksession agenda an
item reviewing the role of the contractual engineer and he would like a breakdown of the
$38,000 proposal Howard R Green submitted for the grading and drainage project of the
Public Works Master Plan. The Council concurred with this request.

Mr. Klaers stated staff could wait to get other quotes on the grading/ drainage portion of the
project until this worksession discussion.

Councilmember Morin questioned why the city would want to hold off on getting the other
quotes.

Mayor Klinzing stated that the Council made a motion to get quotes for the
grading/drainage project and staff should move forward and bring the quotes to the City
Council in February.

Councilmember Motin and Mayor Klinzing both questioned how long the quote process
would take to complete.

Mr. Klaers indicated he was unsure. He stated staff is currently preparing a Request for
Proposal and will then advertise or request quotes from local firms. He stated the $38,000
estimate that came from Howard R Green was a "not to exceed" figure and was intended to
be used for budgeting purposes.

Councilmember Farber and Mayor Klinzing stated concerns about the $38,000 being a bid
amount the Council would have approved and paid to Howard R. Green without it being
itemized.

8. Staff Updates

There were no staff updates.

9. Adjournment

There being no further business, Mayor Klinzing adjourned the meeting of the Elk River
City Council at 7:45 p.m.

Minutes prepared by Tina Allard
