INTRODUCTION <br /> <br />On September 20, 2004 the City Council adopted Resolution 04-76 ordering the <br />feasibility study for the 2005 Street Reconstruction Project. The area to be included in <br />the project is shown on Exhibit 1. The proposed project is based on the October 2002 <br />Pavement Rehabilitation Report adopted by the City Council <br /> <br />The proposed 2005 Street Reconstruction Project includes the reconstruction of streets, <br />sidewalks, storm drainage, water, and sanitary sewer. PROJECT SCOPE <br /> <br />The purpose of this study is to analyze the reconstruction of the proposed streets <br />included in the 2005 Street Reconstruction Project. In addition, existing sanitary sewer, <br />water, and storm sewer systems will be evaluated and necessary improvements <br />proposed. The study will discuss the existing conditions, proposed improvements, <br />estimated construction costs, and overhead costs which include city administration, <br />engineering, fiscal, and legal expenses. The Pavement Rehabilitation Report prepared <br />by Howard R. Green and adopted by the City Council in October 2002 will be used as a <br />guideline to discuss financing methods for the proposed improvements. <br /> <br />III. NECESSITY AND COST-EFFECTIVENESS <br /> <br />The improvements proposed in this study are necessary for a number of reasons. The <br />reconstruction of the streets is a cost-effective means of continuing the City's proactive <br />street efforts and ensuring an adequate means of transportation for the residents. In <br />addition to rehabilitating street pavement, a total street reconstruction will allow for <br />correction of existing drainage problems through the construction of concrete curb and <br />gutter, modifying street grades, and the installation of a storm sewer collection system <br />as needed. Watermain improvements are necessary due to under sized mains, which <br />result in inadequate water flow. <br /> <br />The proposed improvements will provide a project large enough to ensure a competitive <br />bidding environment. Therefore, the proposed improvements will be cost-effective. <br />Based on the information contained within this report, the proposed improvements are <br />necessary, cost-effective, and feasible from an engineering standpoint. <br /> <br />1 <br /> <br />, <br />
