<br />Westbound/CD 04-40 <br />February 7, 2005 <br /> <br />Page 2 <br /> <br />Zoning/Land Use <br /> <br />C4 Community Commercial/HB Highway Business <br /> <br />Analysis <br /> <br />Overview <br /> <br />The City is requesting approval to construct a 10,000 square foot municipal liquor store at <br />the intersection of Joplin and Highway 10. The store is similar in size to the Northbound <br />Liquor Store located at Highway 169 and 19yd Avenue. <br /> <br />Adjacent zoning is residential, with Guardian Angels on the Lake to the northeast and large <br />single-family homes to the north and west. Commercial uses are located south of Highway <br />10. <br /> <br />Site Plan <br /> <br />The site plan has placed the store in the southwest corner of the site closer to Highway 10 <br />than Joplin Street. One entrance, located direcrly across the entrance to Guardian Angels is <br />proposed, with a second driveway ending at the westerly property line to provide shared <br />access with the adjacent lot. Due to the site's street frontages, the loading docks will have to <br />face the residential uses. <br /> <br />A freestanding sign will be located at the intersection of Joplin and Highway 10. The sign <br />complies with the ordinance requirements for the C4 District. <br /> <br />The parking exceeds the minimum required by City Code. <br /> <br />Grading and Drainage <br /> <br />The City Engineer prepared the grading and drainage plan in accordance with City <br />reqwrements. <br /> <br />Building Materials and Elevations <br /> <br />The building is one story and will be constructed of brick, stucco, and concrete masonry <br />units. Accents will be provided by aluminum trim on the windows; a metal canopy over the <br />main entrance door, and a standing seam metal roof on the clerestory portion of roof. The <br />tallest portion of the building will be 23 feet above grade with an average building height of <br />16 feet. <br /> <br />Landscaping Plan <br /> <br />A landscaping plan has been submitted. The plan complies with the City's landscape <br />ordinance.
