<br />c~~-2412707 <br /> <br />FROH-RICHARDSON,RITCHER &ASSOC. <br /> <br />T-119 P.02/03 F-555 <br /> <br /> <br />Northstllr Corridor Development Authority <br /> <br />. <br /> <br />Resolution #99- 1 <br /> <br />WHEREAS, the Northstar Corridor Development Authority is a joint <br />powers board comprised of 29 cities, towns, counties, regional railroad authorities <br />and transit authority; and <br /> <br />WHEREAS, the purpose of the Northstar Corridor Development <br />Authority is to analyze the feasibility and environmental impacts of integrated <br />transportation Improvements along the Trunk HIghway 10 Corridor (the uNon:hstar <br />Corridor") i and <br /> <br />, <br /> <br />WHEREAS, the Northstar Corridor Development Authority, as a <br />component of a Major Inve~tmQnt Study, has completed the preliminary technical <br />feasibility assessment of commuter rail in the Northstar Corridor, analyzing service <br />concepts, railroad capacity, capital costs/ operating costs and ridership (attached); <br />and <br /> <br />WHEREAS, the projected per-mile capital and operating costs/ ridership <br />levels and per passenger operating costs for the Northstar Corridor commuter rail <br />service are within the cost and performance range of comparable new commuter <br />rail services nationwide. <br /> <br />NOW, THEREFORE, BE IT RESOLVED that the Northstar Corridor <br />Development Authority finds that the Northstar Corridor commuter rail service to be <br />a technically feasible component of the transportation solution; and <br /> <br />~ <br /> <br />FURTHER, the North.tar Corridor Development Authority ~Il prccQed <br />to the next phase of work on the Corridor and directs the Project Management <br />, <br /> <br />Team to 'develop a scope of work for the completion of the Major Investment <br />Study, the environmental review and preliminary enaineering for commuter rail <br />service, and negotiations with BNSF. <br />
