Consistent with previous discussions regarding the townhome units,variations in building color, facade <br /> treatments (materials), and roof styles will be required. These changes, and the variations to building <br /> setbacks, are intended to improve the character of the Edison Avenue corridor. The visual interest will be <br /> further improved as the landscaping matures. <br /> Phasing <br /> The first addition of Miske Meadows was approved for construction by the City Council, and <br /> construction is anticipated to begin in the spring of 2017. The second addition of Miske Meadows was <br /> submitted on December 27, 2016, and the applicant plans to construct both phases in the spring of 2017. <br /> The phasing exhibit shows these two phases as hatched areas. <br /> Parks <br /> The park area being dedicated with the Miske Meadows project does not change with the proposed <br /> update. The recommendation for a combination of cash and land dedication remains the same. <br /> Engineering and Utilities <br /> Mass grading for the site was completed over the summer, and the Engineering Division has worked with <br /> Paxmar on a regular basis to ensure the development complies with our standards. All parcels, <br /> stormwater ponds, and streets have been rough graded. <br /> Updated engineering and utility plans combining phases one and two were submitted on January 6, 2017, <br /> and are under review. The applicant has combined both phases into one plan set to ensure consistency <br /> during the review and construction processes. However, the preliminary utilities have been reviewed <br /> specific to this update and the previous plat. Final approval of these plans is a condition of approval. <br /> Final Plat <br /> The final plat application submitted on December 27, 2016,includes 37 detached townhome and 15 <br /> single-family units. The detached units are located on Edison St., to be constructed with this phase. <br /> Edison provides an additional north-south connection between the two connections with Cleveland St. <br /> The single-family homes are located on an extension of 191st Ave. at the point where Ivanhoe St. begins. <br /> Park Dedication will be paid in the form of cash for 52 new homes. The deferred assessments for the <br /> areas being final platted were paid in November 2016. <br /> An updated development agreement governing the construction of the 1" and 2nd additions will be <br /> drafted. The agreement for the 1" addition will be updated to include both additions and brought to <br /> Council for consideration. The direction regarding an increase to the number of model home permits will <br /> be included. The applicant has requested five single-family, and five townhome model home permits. <br /> Previous direction was five total model home permits — the subdivision included 36 single-family lots. <br /> Applicable Regulations <br /> City Ordinance Section 30-375 outlines the required findings for approval of a plat. <br /> 7.The proposed subdivision is consistent Pith the honing regulations (article VI of this chaptev� and confoa�ns in all <br /> respects�a ith all reguire�nents of this Code, including the honing regulations and this article. <br /> The proposed subdivision amendment will accompany the PUD agreement for the Miske Meadows <br /> subdivision.
