Further, <br />the Northstar Corridor Project will confirm that appropriate pedestrian access is <br />identified for the site. Finally, the station site will provide the necessary identified <br />required measures to mitigate station noise. <br />3) Further evaluation of the storm sewer at the Foley site will be performed to confirm the <br />adequacy of the existing system. <br /> <br />Fridley <br /> <br />The City of Fridley disapproved the commuter rail station, however, provided several conditions <br />if a station is sited in the community. We will address the conditions identified in the resolution. <br /> <br />1) <br /> <br />The Northstar Corridor Project will review the station design plans with the cities at the <br />completion of preliminary engineering and will work with the cities to achieve <br />consistency with city zoning ordinances and development standards. <br />The Northstar Corridor Project has reviewed all the potential sites bordering the BNSF <br />within the City limits based on service, safety, access, land use, and the provision for <br />park and ride facilities. The evaluation identified the 61" Avenue/61" Way site as the <br />preferred site for consideration. <br />The September 20,2000 site plan addressed concerns raised in the public meetings and <br />discussion with City staff responds to the concerns raised by the community. <br />The Northstar Corridor Project will evaluate the needed and preferred traffic movements <br />to the southerly driveway on the east side parking lot. We will work with the City's <br />engineering department to adequately address the concerns. <br />The Northstar Corridor Project concurs with the northerly driveway access to be shared <br />with the development parcel adjacent to the commuter rail station. <br />The Northstar Corridor Project has established a policy of providing the necessary stonn <br />water ponding for the actual commuter rail station. The Northstar Corridor Project <br />supports joint use ponding and will continue to evaluate opportunities during Preliminary <br />Engineering. The City or developer must bear all costs of ponding attributable to the <br />development parcel prior to construction. <br />If platting is necessary, the Northstar Corridor Project will address this issue. <br />The Northstar Corridor Project is open to pursue the possibility of Ashton Avenue being <br />a public street through the commuter rail station site, however, the idea will need further <br />consideration to resolve potential issues such as maintenance of the roadway, lighting, <br />driveway locations and type, setback issues, sidewalk requirements, and other <br />zoning/ordinance requirements. <br />If Item No.8 is detennined to be an acceptable response, consolidation of access points <br />will be one issue that will need to be further resolved. <br />The Northstar Corridor Project will continue to pursue the "switchback" access to the <br />underpass as shown on the September 20, 2000 site plan, however, further investigation <br />for the construction of an enclosure will be based on the technical feasibility and cost <br />effectiveness of the enclosure. <br />All sidewalk and bikeway connections within the commuter rail station site will be <br /> <br />2) <br /> <br />3) <br /> <br />4) <br /> <br />5) <br /> <br />6) <br /> <br />7) <br />8) <br /> <br />9) <br /> <br />10) <br /> <br />11) <br />
