Reconsideration of Water Tower Site - East Elk River

Michele McPherson indicated that on November 27. the City Council requested that the
Park and Recreation Commission reconsider the placement of a water tower in East Elk
River. Michele noted that on December 13. 2000, the Park and Recreation Commission
voted 7-1 to recommend to the City Council that the tower not be located in either
Hillside City Park or Trott Brook Farms Park.

Bryan Adams. Utilities Superintendent, indicated that there is a need for a water tower in
eastern Elk River due to the eastern area expansion. He indicated that the Utilities
Commission has looked at many sites. He noted that according to the criteria used to
locate a water tower the two parks (Hillside City and Trott Brook Farms) are considered
the best locations. He indicated that the Utilities Commission recommended locating the
water tower at site 3b (Hillside City Park).

Park and Recreation Commissioner John Kuester thanked the council for allowing the
commission more time to discuss the issue. He noted that a main concern of the
commission is the timing in choosing a water tower site. Commissioner Kuester indicated
that the two main concerns with the request by the Utilities to locate the tower in a park
are aesthetics versus economics and land use.

Park and Recreation Commissioner Dave Anderson talked about the impact a water
tower would have on Hillside City Park. specifically relating to the trees. potential oak wilt,
aesthetics and the considerable cost to construct a retaining wall.
