<br />. <br />City of 1:( <br />Elk <br /> <br />. <br /> <br />. <br /> <br /> <br />Item #4.8. <br /> <br />MEMORANDUM <br /> <br />TO: <br /> <br />Mayor & City Council <br /> <br />FROM: <br /> <br />Pat Klaers, City AtW.. mi7 is ator <br />December 11, 200~ <br />Consider Highway 10 Joint Powers Agreement <br /> <br />DATE: <br /> <br />SUBJECT: <br /> <br />On May 8,2000, I updated the City Council on the Highway 10 Corridor <br />Coalition Group that was starting to get organized under the leadership of <br />the City of Coon Rapids. Attached is my May 8 memo to the council on this <br />topic and recently received material from the City of Coon Rapids including <br />the joint powers agreement, the statement of purpose for the coalition, and a <br />membership fee schedule. <br /> <br />This group has not met since May, but according to discussions with the Coon <br />Rapids city manager, the formation of the work plan is just beginning and no <br />one really knows when or if a consultant will be hired to help in the <br />coalition's efforts, or whether or not the budget is an overstatement of needed <br />revenues. Ideally there will be in kind contributions from such entities as <br />Anoka County for putting together materials that need to be evaluated and <br />analyzed in order to develop a workable proposal for enhancing Highway 10. <br />If approved, we are going into this organization somewhat blindly in terms of <br />not knowing how our funds are going to be used or whether or not there will <br />be any benefits outside of the seven county metro area for Elk River. The <br />likely funding source for improvements would be "metropolitan" dollars and <br />the current policies do not allow those funds to be used outside of the seven <br />county metropolitan area. Again, there is lots of uncertainty at this point, but <br />I think we should be a member of this group at least in the short term until <br />we know more about what is happening. <br /> <br />13065 Orono Parkway.
