205th Avenue intersections with the TH 169 ramps should have sufficient <br />capacity to accommodate this additional traffic. <br />• Provide construction barrels to clearly identify the spectator parking <br />access and provide separation from the through lanes on TH 169. This <br />line of barrels is necessary to keep an orderly flow of traffic entering the <br />site (no line cutters). <br />Once traffic has entered the ERX site, the following is recommended: <br />• Two-way routing from 217th Avenue to the parking lots and back. <br />• Have parking attendants directing traffic into the Carlson agreement lot <br />and Plaisted lot. <br />• Add orange construction cones to effectively create channelized turn lanes <br />at 219th Avenue/north south connection road. <br />o Direct parking traffic (northbound traffic) to the east (right turn) into the <br />Plaisted lot using the easternmost entrance into the lot. <br />o Direct exiting vehicles parked in the Plaisted parking area out of the <br />western access to prevent conflicts with entering vehicles. <br />• Directing vehicles parked in the Carlson parking area out of the access on <br />the northeast corner of the lot to prevent conflicts with entering vehicles. <br />See Figure 5 in Appendix A for the graphical display of this traffic control. <br />e. Large Event Operations <br />Events with more than 6,000 spectators will trigger the second level of traffic <br />routing and operations building upon the elements of the Medium Event traffic <br />control. The biggest difference between the Medium Event operations and the <br />Large Event operations is the use of the overflow parking lot, located on the west <br />side of TH 169 off CSAH 33. To provide for safe operations on TH 169 during the <br />peak and non -peak periods, the following is recommended: <br />• Follow the recommendations for the Medium Event. <br />• Close the TH 169 median at the 213th Avenue intersection, creating right- <br />in/right-out access only. <br />• Add additional signing to identify the overflow parking access. <br />• Begin directing spectators to the overflow lot once the parking facilities <br />north of the site reach about 85 percent capacity. This could be completed <br />through additional signing and using barrels to prevent drivers from <br />entering the right turn lane. After the peak period passes and most <br />spectators are on-site, these parking areas can be re -opened. The <br />remaining 15 percent plus attendees who leave early should ensure <br />sufficient parking spaces for late arrivers. <br />Once traffic has entered the ERX site the routing recommendations and <br />operations will be the same as the Medium Event. For vehicles parking in the <br />overflow lot the following is recommended: <br />• Two-way routing from 217th Avenue to the parking lots and back. <br />Traffic Management Plan 11 Elk River Extreme Motor Park <br />
