6. Project Description: <br />a. Provide the brief project summary to be published in the EQB Monitor, (approximately 50 <br />words). <br />ERX Motor Park is planning phased development of recently acquired land adjacent to the <br />existing facility. Phase 1 includes converting a temporary off-road truck race track to permanent, <br />constructing an announcing booth/concession stand, and multi -use grassy open space area for <br />spectator overnight camping with associated gravel access road. Phase 2 could include <br />grandstand, camping expansion, and additional gravel access roads. <br />b. Give a complete description of the proposed project and related new construction, including <br />infrastructure needs. If the project is an expansion include a description of the existing <br />facility. Emphasize: 1) construction, operation methods and features that will cause <br />physical manipulation of the environment or will produce wastes, 2) modifications to <br />existing equipment or industrial processes, 3) significant demolition, removal or remodeling <br />of existing structures, and 4) timing and duration of construction activities. <br />ERX Motor Park was launched in the winter of 2008 and is recognized today as one of the <br />fastest-growing motorsports facilities in the Midwest. It is a year-round 13 acre complex hosting <br />snowmobile events in the winter and car, truck, ATV and go-kart racing in the summer months. <br />ERX Motor Park also hosts events for local and regional organizations and non -profits such as <br />the Day of the Dozers event raising money for Children's Hospital and a fund raising event for <br />Three Rivers Community Foundation. <br />In 2015 ERX Motor Park acquired the adjacent 160 acre parcel of mostly undeveloped land <br />located south and east of the existing 13 acre complex. A portion of the acquired land, <br />approximately 7 acres, was platted in 2016 and granted a Conditional Use Permit (CUP) by the <br />City of Elk River for the ERX Tech Shops consisting of up to four buildings containing multiple <br />leased garage bays for users of ERX Motor Park. <br />ERX Motor Park was granted a one-time Special Event Permit by the City of Elk River for <br />hosting a two-day off-road truck race event in July 2016 on a temporary dirt track with attendance <br />limited to less than 5,000 persons per day. Based upon the success of that one-time weekend <br />event, ERX Motor Park is proposing to make necessary improvements to convert the one-time <br />temporary off-road truck race track to a permanent off-road truck race track and construct <br />associated elements to accommodate peak attendance of more than 5,000 people, but not to <br />exceed 20,000 people. <br />The off-road truck race track is anticipated to be utilized for two off-road truck race events per <br />year, one weekend each, as well as occasional limited truck and/or track safety condition testing. <br />ERX Motor Park will also offer limited special event overnight parking and camping for <br />participants and spectators attending the bi-annual events. ERX Motor Park has agreements with <br />nearby landowners for additional event parking, as depicted on Figure 3 in Appendix A. <br />Immediate plans (Phase 1) include improvements to the temporary dirt track (grading, barriers, <br />safety fencing) and a two-story structure which will house a scoring/announcing booth on the <br />upper level and a concession stand on the lower level. Work will also include grading to level <br />approximately 2 acres of existing open grass land to be reseeded with grasses for utilization as <br />participant and spectator overnight camping.
