designated as Highway Business (Figure 7, Appendix A). The project site is currently not <br />serviced by municipal utilities. <br />The City of Elk approved a Gravel Mining Area Land Use, Transportation and Utility Plan <br />(Plan) April 6, 2015 to proactively plan for land use, transportation and utilities in the <br />northern portion of the City where gravel mining activities are nearing completion. The <br />project site is included in the Plan and generally identified for Highway Business use. <br />Utilities are not immediately available and likely would be decades away. The Plan also <br />identifies potential road alternatives adjacent and through the project site. <br />MnDOT has identified the project site as part of a future U.S. Highway 169 improvement <br />area. No timeframe has been developed for implementation and planning will occur as <br />funding becomes available. ERX will continue to coordinate with the City of Elk River, <br />Sherburne County, and MnDOT for any future transportation improvement plans. <br />iii. Zoning, including special districts or overlays such as shoreland, floodplain, wild and <br />scenic rivers, critical area, agricultural preserves, etc. <br />The project site is located within the City's Extreme Commercial Recreation (XCR) zone <br />and Mineral Extraction Overlay District (Figure 8, Appendix A). <br />b. Discuss the project's compatibility with nearby land uses, zoning, and plans listed in Item <br />9a above, concentrating on implications for environmental effects. <br />The project is compatible with the current land use and future land use plans for the area. The <br />project is compatible with current zoning. The project takes into account site constraints to avoid <br />and minimize potential environmental effects. The City requires a CUP as well as other approvals <br />and permits which will ensure compliance with conditions and standards established. Any <br />potential sand/gravel mining on the ERX Motor Parks property would be subject to permitting as <br />required by City of Elk River and all appropriate agencies. Extraction timeline could be expected <br />to last 15-25 years and would be dependent upon the success of the entertainment facility and its <br />space need. <br />c. Identify measures incorporated into the proposed project to mitigate any potential <br />incompatibility as discussed in Item 9b above. <br />There are no incompatibility issues. <br />10. Geology, soils and topography/land forms: <br />a. Geology - Describe the geology underlying the project area and identify and map any <br />susceptible geologic features such as sinkholes, shallow limestone formations, <br />unconfined/shallow aquifers, or karst conditions. Discuss any limitations of these features <br />for the project and any effects the project could have on these features. Identify any project <br />designs or mitigation measures to address effects to geologic features. <br />Sherburne County consists of Quaternary glacial till, lacustrine sand, outwash deposits, terrace <br />deposits, swamp deposits in the form of peat, and floodplain alluvium (Figure 9, Appendix A). <br />The quaternary material ranges from less than 50 feet to more than 400 feet. <br />Page 8 <br />
