<br />. <br />City of ~ <br />Elk <br /> <br /> <br />Memorandum <br /> <br />TO: <br /> <br />MAYOR AND CITY COUNCIL <br /> <br />FROM: <br /> <br />STEPHEN ROHLF, BUILDING AND <br />ZONING ADMINISTRATOR <br /> <br />DATE: DECEMBER 11, 2000 ""5r<... <br /> <br />SUBJECT: BUILDING AND ZONING RELATED <br />FEES <br /> <br />The Building and Zoning Department is proposing increases to several of the fees <br />charged for various permits because they currently do not cover the city's cost of <br />administering those permit. Building and Zoning staff are proposing that where a <br />minimum fee for a permit is identified, that minimum is $45. <br /> <br />Additionally, enforcement of the new state energy code necessitates the creation of two <br />new types of permits. The city now requires permits for window replacement and <br />residing. Staff recommends the fee for these permits be set at the minimum rate of $45. <br /> <br />. <br /> <br />Currently, a "Street Disruption Permit" is used when city R-O- W is crossed to hook-up a <br />structure to city sewer and water and also for the placement of main utility lines, which <br />involves the disruption of the city R-O-W for long distances. The scope and issues <br />associated with these types of jobs are different enough that staff is recommending they <br />are covered under three separate types of permits. A "Street Disruption Permit" will still <br />be used for the major utility work; a "Utility Hook-up Permit" will be used for hooking- <br />up a structure up to gas, phone, etc.; and a "Sewer and Water Hook-up Permit" will be <br />used for those utilities. Separating these permits also avoids confusion regarding who <br />inspects the work. <br /> <br />Other changes include rewording the title of a couple permits fees to avoid confusion on <br />what type of work is covered. Lastly, the section in Exhibit D of the 2000 Fee Schedule <br />that talks about plumbing alterations and repairs is not used. Staff recommends it be <br />eliminated. <br /> <br />The Building and Zoning Department's recommended changes to the City of Elk River's <br />2001 Fee Schedule are as follows: <br /> <br />Permit <br />Street Disruption Permit <br />(Utility work running laterally along city streets. <br />for this permit.) <br /> <br />Current fee Recommended Fee <br />$35 $100 <br />A $5,000 letter of credit is also required <br /> <br />. <br /> <br />s: \b&z\stever\cc5 .doc <br /> <br />13065 Orono Parkway.
