<br />City Council Minutes <br />December 11, 2000 <br /> <br />Page 3 <br /> <br />e <br /> <br />4.6. <br /> <br />Consider Mayor's Attendance at the National Prayer Breakfast in Washinaton, DC <br /> <br />Mayor Klinzing requested council approval to attend a national prayer breakfast <br />in Washington, D.C. Costs associated with the breakfast include $375 for a <br />leadership seminar, approximately $500 for air travel, and approximately $400 for <br />two nights hotel stay. <br /> <br />COUNCILMEMBER FARBER MOVED TO APPROVE THE MAYOR'S ATTENDANCE AT, <br />AND ASSOCIATED COSTS FOR, THE 49TH NATIONAL PRAYER BREAKFAST ON <br />FEBRUARY 1, 2001, IN WASHINGTON, D.C. COUNCILMEMBER DIETZ SECONDED THE <br />MOTION. THE MOTION CARRIED 5-0. <br /> <br />4.7. Review Appraisal for Residential Property Next to the Librarv <br /> <br />The city administrator indicated that staff has had an appraisal completed on the <br />Bailey house located near the library. He indicated that the Bailey property is <br />needed for the expansion of the library parking lot and that there may be an <br />opportunity for the city to purchase the property. <br /> <br />Council member Thompson stated that the city needs to be proactive in this <br />endeavor and recommended that the city pursue the transaction of the Bailey <br />home. The council concurred with Councilmember Thompson. <br /> <br />4.8. <br /> <br />Consider HighwaY 10 Joint Powers Aareement <br /> <br />e <br /> <br />The city administrator reviewed the information he received regarding the <br />Highway 10 Joint Powers Agreement. The council reviewed the membership fee <br />schedule. <br /> <br />COUNCILMEMBER MOTIN MOVED TO AUTHORIZE THE CITY TO JOIN THE COALITION <br />AT THE DISCRETION OF THE CITY ADMINISTRATOR. COUNCILMEMBER THOMPSON <br />SECONDED THE MOTION. THE MOTION CARRIED 5-0. <br /> <br />4.9. Preliminarv Review of Fees for Services <br /> <br />The city clerk reviewed the proposed 2001 fees for services. She indicated that <br />fees are reviewed on a yearly basis. Council discussion pursued about the <br />proposed increase in the transient merchant license fee. The clerk indicated that <br />the increase in the fee is proposed to cover staff time spent to process the <br />license, complete the background.check, and monitor the complaints received <br />from residents regarding transient merchants. The council discussed the park <br />facility fees for residents versus nonresidents. The council indicated that it would <br />prefer that the park shelters be rented by Elk River residents only. Councilmember <br />Farber questioned the reason for increasing the park dedication fees. He noted <br />that these fees have been increased dramatically in the past. The council <br />requested to have a representative of the Park and Recreation Commission <br />present at next week's meeting to discuss these issues. <br /> <br />e <br /> <br />No action was taken on the fee schedule. The city clerk indicated that the fee <br />schedule would be on the December 18 council agenda for consideration. <br />
