THE MOTION CARRIED 5-0. <br /> <br />4.2. <br /> <br />Consider Resolution Grantina the City Administrator the Authoritv to Disoatch City <br />Eauioment and Personnel in Emeraencv Situations <br /> <br />COUNCILMEMBER FARBER MOVED TO ADOPT RESOLUTION 00-105 GRANTING THE <br />CITY ADMINISTRATOR THE AUTHORITY TO DISPATCH CITY EQUIPMENT AND <br />PERSONNEL IN EMERGENCY SITUATIONS. COUNCILMEMBER MOTIN SECONDED THE <br />MOTION. THE MOTION CARRIED 5-0. <br /> <br />4.3. Adoot Final 2001 Lew Resolution <br />4.4. Adoot 2001 Budaet <br />4.5. Consider 2001 Pav Resolution <br /> <br />City Administrator Pat Klaers noted that the 2001 budget is proposed in the <br />amount of $6.470,000. The city administrator indicated that the council has <br />approved a resolution calling for a 2001 proposed maximum levy of $4.457,247. <br />On December 4, the council held its Truth in Taxation public hearing. Pat <br />indicated that it is estimated that the city tax levy increase will cause a 1 % <br />increase in the city tax rate. The city administrator also indicated that the pay <br />resolution reflects a 3% increase as directed by council. <br /> <br />It <br /> <br />Councilmember Dietz noted that most city pay ranges reflect 95% of the metro <br />average, however, the exempt and department head ranges reflect only 90%. <br />He requested, and the council concurred, to have staff provide more information <br />at a later date on department head wages. <br /> <br />COUNCILMEMBER FARBER MOVED TO ADOPT RESOLUTION 00-106 AUTHORIZING THE <br />PROPERTY TAX LEVY FOR COLLECTION IN 2001. COUNCILMEMBER DIETZ SECONDED <br />THE MOTION. THE MOTION CARRIED 5-0. <br /> <br />COUNCILMEMBER THOMPSON MOVED TO ADOPT RESOLUTION 00-107 APPROVING <br />THE 2001 MUNICIPAL GENERAL FUND BUDGET. COUNCILMEMBER DIETZ SECONDED <br />THE MOTION. THE MOTION CARRIED 5-0. <br /> <br />COUNCILMEMBER MOTIN MOVED TO ADOPT RESOLUTION 00-108 ADOPTING THE <br />2001 PAY PLAN FOR NON-ORGANIZED EMPLOYEES. COUNCllMEMBER FARBER <br />SECONDED THE MOTION. <br /> <br />Finance Director Lori Johnson noted that the personnel committee is <br />recommending an amendment to the pay plan. She explained thot the <br />amendment includes eliminating the top three pay grades (15-17) in the non- <br />exempt cotegory and adding two levels to the low end of the exempt category. <br />Lori stated that the amended pay plan would help to accommodate the <br />change for employees moving from non-exempt to exempt status. <br /> <br />It <br /> <br />COUNCILMEMBER FARBER MOVED TO AMEND THE MOTION TO INCLUDE THE NEW <br />REVISED PAY PLAN SCHEDULE AS PRESENTED BY THE FINANCE DIRECTOR. <br />COUNCILMEMBER MOTIN SECONDED THE MOTION. THE AMENDMENT CARRIED 5-0. <br /> <br />THE MOTION AS AMENDED CARRIED 5-0. <br />
