Purpose <br /> <br />The purpose of a water tower is to provide adequate water supply and, more <br />importantly, pressure for future residential development in east Elk River. While Trott <br />Brook Farms will initially benefit from the tower construction, they are not the root cause <br />of this request. <br /> <br />Analysis <br /> <br />Bryan Adams and I reviewed the Highway 12 corridor on Friday, September 29, 2000 in <br />an attempt to find alternate locations for placement of the tower that would have less or <br />no impact to City parkland or trees.
