Attorney General's office has advised NCDA staff that all information asked for by .
Earth Protectors be handled through the Attorney General's office.

12. Other: Minneapolis Junction: Staff were asked if it was possible to have the
transfer station for the Northstar Corridor and Red Rock to be at the Minneapolis
Junction. It was noted by staff that both TKDA and BRW have concluded that it is
not technically feasible to have the transfer station at the Minneapolis Junction. It
was further noted that the 7th Avenue NE site is a possible site for a transfer station
for the Northstar Corridor and Red Rock and that the City of Minneapolis approved
the Advanced Corridor Plan contingent on the NCDA continuing to look atthe 7th
Avenue NE site as a possible transfer station with the Red Rock Corridor. Paul
McCarron noted that coordination of stations/transfer stations are being handled at
the staff level. Paul Ostrow noted that the City of Minneapolis will be holding public
meetings on the ih Avenue NE transfer station site on November 8 and 29.

13. Other: Correspondence from Ramsey County RRA: Staff presented a letter from
Ramsey County Chair, Tony Bennett, which voices Ramsey County's concern with
the proposed transfer site of the Northstar Corridor/Red Rock Corridors and noted
that the County would prefer that the NCDA locate the Minneapolis transfer station
to avoid the necessity of transferring in downtown Minneapolis for commuter rail
passengers traveling on the Central/ Red Rock/Northstar Corridors.

14. Other: Parking StUdy/Metropolitan Council: Paul Ostrow noted that an invitation .
from the Metropolitan Council was extended to the NCDA , asking them to partner
with the Council on a parking study of various station sites. Mr. Stevens noted
that parking isn't an issue at most of the sites along the Northstar Corridor other
then the Minneapolis location and that the Minneapolis site is already included in
the study. Mr. Guevara noted that the NCDA's share of the cost of the study would
be in an amount not to exceed $100,000. Paul Ostrow suggested bringing this
issue before the NCDA at its November meeting asking that the NCDA make a
commitment to be part of the Metropolitan Council's parking study. A motion was
made by Paul McCarron recommend to the NCDA that the NCDA partner with the
Metropolitan Council on a parking study of station sites. The motion was seconded
by Lewis Stark and unanimously passed.

There being no further business, the meeting was adjourned at 1 :24 p.m.

.

4
